A Homegrown Innovation Ecosystem is Taking Root
core idea
India is gradually moving from being primarily a techonology importer/adopter to becoming a techonology creator.
The important point is that this isn’t happening because of one institution alone.
Three parts of the ecosystem are increasingly working together:
Public research + Corporate R&D+ Deep-tech entrepreneurship
This is the central theme you shoul remember.
The pillars
Public research
Government laboratories and research institutions can undertake long-gestation reasearch- projects that may take many years before producing a commercial product.
Private investors may hesitate to finance such research because returns are uncertian and distant.
Therefore, public research remains important for:
- fundamental science
- startigic technologies
- defence techonology
- space
- biotechonology
- semiconductors
- advanced communications
Corporate R&D
Private companies are increasingly investing in research rather than merely importing techonology.
According to the editorial analysis, private R&D spending combined government spending for the first time in 2024, and private R&D is projected to account for around 55% of total R&D spending in 2025-26.
Deep-Sea Discovery & Enviromental Responsibility
India’s Deep Ocean Mission (2021) aims to develop deep-sea techonology and explore resources such as polymetaallic nodules containing nicke, copper, cobalt and manganese. The MATSYA-6000 submersible is being developed for exploration up to 6,000m. However, deep-sea ecosystems are poorly understood and mining can cause long-term ecological damage. The International Seabed Authority (ISA) regulates activities in international seabed areas under UNCLOS, where resoureces are treated as the commmon heritage of humankind. India therefore needs to balance critical-mineral security with enviromental protection, circular economy and sustainable development.
EPFO &Social Security
The government’s propsed increase in the EPFO wage ceiling from Rs.15,000 to Rs. 25,000 can expand provident-fun coverage to more workers. However, concerns remain about the adequacy of minimum pensions, particularly when inflation reduces purchasing power. The issue highlights the need for stronger social security, pension adequacy and inflation-sensitive/indexed benefits, especially for vulnerable and elderly citizens.
Asian Games & Sports Development
The 2026 Asian Games are being held in Aichi-Nagoya, Japan, from 19 September to 4 October. India has sent a 501-member athlete contingent across 36 disciplines. The event highlights India’s growing focus on sports through programmes such as Khelo India and structured training and competition support. For UPSC, connect this with sports governance, grassroots talent identification, human development and India’s international soft power.
